With reference to your Confidential Despatch of

the 26th. February, 1917, and to my Despatch No. 345 of today's Gov 66131 date enclosing the Deportation Ordinance, 1917, No. 25 of 1917,

I have the honour to draw your attention to the fact that the new power taken to deport British subjects is not a general power but is restricted to the cases specified in paragraphs (a) (b) and (c) of sub-section (14) of section 4 of the Ordi-

nanoe.

The subject seemed to be one on which it was

especially undesirable that any uninformed discussion should

take place, and the object of the legislation was therefore

communicated informally to the unofficial members of the

Legislative Council. All were fully agreed as to the object,

but some of them objected strongly on principle to any general

power being taken. The paragraphe above referred to are the

result of the informal discussion which ensued. They were

unreservedly accepted by the unofficial members, and the bill was passed without any comment or debate whatever.
